Video Game Law in China | 1. Content Compliance

For foreign video game companies, content review is an important part of planning for the Chinese market. A game’s narrative, visual design and localization can affect regulatory compliance, player reception and commercial relationships. Reviewing these elements early helps studios identify potential concerns and make informed decisions about development and release.

Content Requirements and Local Context

A review should consider the legal requirements relevant to the proposed release and how the game’s content may be understood in China. Political and historical references, maps, symbols and character portrayals can carry associations that are not apparent to an overseas development team. Translation choices may also change a scene’s meaning or tone.

The assessment should distinguish applicable legal restrictions from regulatory uncertainty and potential audience objections, since each may require a different response. Age ratings and platform acceptance in other markets do not replace an assessment of these issues in the Chinese context.

How Content Controversies Can Affect a Studio’s Business

A game released internationally, including on Steam’s international service, can attract Chinese players and gain wider attention through gameplay videos, livestreams and social media. A screenshot or short clip may draw attention to a brief scene or background detail without preserving its original context, shaping perceptions of the game and its developer.

Controversies over such content can influence player trust, purchasing decisions and recommendations. They may also lead Chinese publishers, distributors or brand partners to reassess existing relationships or prospective projects. Depending on the issue, these concerns can carry over to the studio’s later releases.

Content can also face restrictions on Chinese online platforms. These platforms are required to address prohibited material, so promotional videos or community posts containing it may be removed or otherwise restricted. This can limit the channels available to promote a game and engage with its audience.

Certain content issues may also attract regulatory scrutiny. The relevant requirements and potential consequences depend on what the material contains and how the game is distributed, promoted and operated.

Content Review for Publication Approval (ISBN Requirements)

Content review is a necessary step in obtaining Chinese publication approval and the associated ISBN. The game must meet applicable content requirements, and the version submitted for approval must match the version intended for publication. Reviewing the complete game before submission helps identify necessary changes and ensure that the game and supporting materials are consistent.

What an Early Content Review Should Address

A review should cover the relevant game build and language versions, including dialogue, background artwork, optional scenes and hidden references. Trailers, store descriptions and other promotional materials should also be examined, as they may present content differently from the game itself.

Findings should identify the specific content, explain the basis for concern and recommend a proportionate response. Recommendations may include revising a translation, adjusting a map or changing how a scene is presented. They should also indicate the priority of each issue and identify any matters requiring further clarification with legal advisers or publishing partners.

Conducting this work before voice recording, localization and marketing production are complete can reduce rework and leave more room to preserve creative intent. Significant updates and downloadable content should also be assessed, as they may introduce material that was not covered by the original review.

A useful content review should make clear which changes are needed for compliance and which are recommended to address uncertainty or potential controversy. That distinction helps studios make targeted adjustments and informed decisions about their current release and future plans in China.
